Abstract

The Maung School (Superior Human) Program is a policy innovation of the West Java Provincial Government aimed at improving the quality of education through the establishment of superior schools based on the development of academic and non-academic potential, character, and local wisdom. This study analyzes the policy formulation process of the Maung School Program as a regional government strategy for education development in West Java Province, using the Multiple Streams Framework (MSF) proposed by Kingdon. A qualitative descriptive method was applied, with data obtained through in-depth interviews, observation, documentation, and literature review. Research informants consisted of officials of the West Java Provincial Education Office, students who were accepted and rejected in the Maung School Program, and their parents. Data were analyzed following the interactive model of Miles and Huberman, comprising data collection, condensation, display, and conclusion drawing, and validated through source triangulation. The results show that the policy was formed through the intersection of problem, policy, and political streams that opened a policy window, supported by policy entrepreneurs from the provincial government. The program has the potential to improve education quality through curriculum strengthening, teacher development, technology-based learning, and character education, while also facing challenges related to equity of access, transparency of selection, and the widening gap between superior and regular schools.
